According to Feldstein, the way this all plays out in the future is: "What we’ll have is an Open Source Learning Management Operating System--a service-oriented integration framework that lets schools--and individual faculty members--plug in the components (whether Open or closed) that are best for them.
Feldstein, who works for SUNY online learning system, recently shared a major task force report on SUNY Learning Environments that details what an optimal institutional learning mgmt platform should have: http://sln.suny.edu/pdfs/taskforcefinalreport.pdf The report contains a nice matrix of the base configurations and core features.
